Are small groups actually effective at fulfilling what they promise to accomplish?

As You Answer: Small groups are how we justify our larger churches, higher paid staff, and where our churches are trusting people to experience things the church is supposed to offer.  What expectations do you have of small groups? What is shared in promotion and marketing of small groups? How are those promises met for you personally? What about for those around you? Are they actually building "authentic community?"
